Strangely short light cycle

Just now we were driving along Highland and there was not time for 5 cars to drive straight through here in one cycle. Nobody turned or anything. I think it's only 10 seconds of green. Is that intentional? (this was around 9:45am weekday)

I've been meaning to post on this for a while, but I've been trying to characterize the situation at Highland and Cedar. I'm guessing that some of the the loop sensors on Highland Avenue are not working. Often, usually in the morning, there will be a green light on Highland for about 10 seconds, and then Cedar Street gets 40 seconds of green light, even when there's no traffic on Cedar.

Thank you for the report on this light. Ticket #310642 has been created and this will go under review by the traffic engineer to see what, if any, adjustments need to be made at this location
