Dc water in November did work on the sewer and as part of that had to repave the curb and sidewalk. However they also totally killed the grass and left total mud in its place for my house and the houses on both side. After rain it is very messy. This grass is between the sidewalk and the street curb. Is it the homeowners responsibility to have grass replanted? I think it is going to require quite a bit of work because the dirt left behind is not usable for grass.
