Thanks for your report. This right-turn signal has be temporarily bagged to accommodate the traffic management plan for the construction work happening at this intersection. Once that work is completed and the through-traffic lane is re-opened the bag will be removed.

I spotted the bagging in daylight today. But I am confused because right turns are happening, just without benefit of a separate right turn signal, and in a different phase than before.

The work on the adjacent island has brought that approach on Broadway down to one lane. Normally the right-turning traffic and the through-traffic run separately but to signalize that properly you need a dedicated right-turn lane and a through lane. It would be confusing/frustrating if a driver queued at the intersection is attempting to go straight but sees a green right arrow & and red through indication while motorists behind them can't advantage of the green right arrow. The same issue happens in reverse if the lead driver is waiting to turn right at a red right arrow while a green through indication is on.

Thank you for the explanation. It continues to be confusing, because right-turn traffic only sees a straight arrow rather than a green ball.
